The Westerly is a 14-floor condo tower that was built in 2007 in NW PDX. If you want to be near 23rd/21st Streets and in a high-rise this is probably your best bet. The Civic is close by too but at The Westerly you're really in the heart of the district and close to Washington Park. What I like most about it is that it's one of the Portland high-rises that really feels like a vertical neighborhood where neighbors know each other. Residents organize get-togethers and there are social groups that meet regularly. The concierge team knows the owners and welcome them by name. You get the idea... this is a pretty tight-knit and welcoming community. And condos don't sell here very often so there are a lot of long-term owners ready to help new residents get acquainted. What a location!

My second favorite thing about The Westerly, just behind it being such a friendly community, is the terrific location. NW 23rd Avenue is one block away. Zupan's is steps from the lobby and Trader Joe's isn't much further. Most of Portland's high-rises are in the Pearl and Downtown, so to enjoy the high-rise lifestyle along the leafy streets of NW PDX is pretty special.

Then there's Washington Park which is literally across the street from the lobby. The Rose Garden, the Japanese Garden, the Hoyt Arboretum, and the beginning of the Forest Park trail network are all close by and waiting to be explored whenever you're ready. If you have a dog they're going to love living here too!

About the Building

The Courtyard at The WesterlyThe Westerly is not a full-service high-amenity building, but it covers the bases pretty well. There's a concierge desk that's staffed daily until 8pm on weekdays and 6pm on weekends. The lobby is welcoming and even has a little library and community room. There's also a third-floor outdoor terrace and courtyard which is a great place to get to know your neighbors. Some of the third-floor units even have direct exterior access from their patio into the courtyard.

Parking is deeded and secured in the underground garage. Most one-bedroom units come with one deeded space. The larger two-bedroom and corner units typically come with two. Storage units are also deeded and transfer to the new owner.

Let's Talk About the Condos & Views

The Westerly condos are pretty large, with the one-bedrooms starting out in the 900 square foot range. There are a variety of two-bedroom plans with the largest being a two-bedroom+den that comes in at around 2,100 square feet. Most units have hardwood floors in the main living areas, carpet in the bedrooms, walk-in closets, and terraces with gas hookups for your BBQ grill. Kitchens are well-equipped with gas appliances, islands, granite/quartz countertops and stainless steel appliances. Most units have balconies, and many have gas hookups on the deck if you like to cook outside.

This was built as a luxury building so the original 2007 finishes have held up well, even though many have been remodeled over the last 20 years. Whatever your style you'll probably find a condo here to match if you're lucky enough to catch it when it's listed for sale. There are only about 100 units here and not many come on the market each year.

If you want the best views then look for a SE-facing unit above about the 6th floor. That corner points directly toward the Portland skyline, Mount Hood and even Mount Adams. Get above the 10th floor on a clear day and you've got one of the best views available in Portland.

The next best in my opinion are the NE-facing units which give you more of the leafy Nob Hill cityscape, Fremont Bridge and Mount St. Helens view. These units get softer northern light rather than direct morning or afternoon sun, and they tend to sell for a little less than the SE units while still giving you a really solid view.

South-facing units look toward Washington Park with more of a tree canopy view than a skyline view which is nice too. On lower floors there's not much view to speak of but I've had clients like that as well for a little more privacy and quiet than some of the city-facing units. The west-facing units don't have much of a view because of the hillside directly behind the building. But I've had clients who didn't mind that at all because it feels a little more quiet and intimate, plus you don't get the direct hot summer sun on most of the lower floors.

Popular Westerly Floorplans

I pulled a few years' worth of sales records and found that the one-bedroom units in the "06" stack are sold the most often. They're around 959 square feet and they include a den or bonus office space in addition to the main bedroom. They're on the south side of the building so you'll have the nice Washington Park tree canopy view. If you're concerned that your plans could change and you might need to sell this would be a good choice because they seem to be more liquid than some of the other units and they sell pretty fast.

For two bedrooms, the "03" stack is the workhorse that appeals to a lot of buyers. These are only about 1,113 square feet with two full baths but the layout is efficient and makes the place feel bigger than that. And since real estate is primarily priced per square foot the lower number keeps the price within reach of a larger audience so when these come available they tend to sell a little faster too. And they have that great NE-facing view I mentioned earlier with Mount St. Helens and the Fremont Bridge.

The large "02" stack units are are two-bedroom, two-and-a-half-bath plans with a den, a gas fireplace, and SE-facing floor-to-ceiling windows framing that amazing city and Mt. Hood view. They come with two deeded parking spaces. These typically sell faster than most other floorplans when the market is good. If you see one hit the market and you like it I wouldn't wait to schedule a showing.

I want to describe one unit in particular because it's pretty special. Unit 601 is a big 2,030 square-foot two-bedroom plan which is great, but it also comes with a 728 square-foot private deck. That's not the community terrace I talked about in the section about the building. This is a private deck with gas and water hookups and it really adds an outdoor room to the condo. There aren't many units like that anywhere in Portland outside of a penthouse, and the last time it was listed it sold in two days at nearly 20 percent over asking price. That rarely happens here anymore.

The Westerly HOA

The Westerly is currently managed by AMS-NW and the HOA has a good reputation. Monthly dues range from around $600 per month on smaller one-bedrooms up to around $1,400 on the larger units. That fee covers your concierge service, common areas, exterior maintenance, gas, hot water, insurance, landscaping, management, sewer, trash and water.

Like most high-rises there's a one-time capital contribution at purchase that depends on the unit size. Move-in fees generally run $700 to $950. The building has a 30% rental cap with a one-year minimum lease, so no short-term rentals are permitted at all. Not even 30-day rentals. This isn't a popular building for investors so the last time I checked the number of rentals was sitting well below the cap. That can change fast though, so if you think you may have to rent yours out down the road proceed with caution. If the cap is met you'll have to wait for an owner to give up their rental in order for you to be able to rent yours out.

This is a very pet-friendly building and owners are allowed to have four pets per unit but no more than two dogs. Given the direct proximity to Washington Park, I'd put The Westerly on my short list of great buildings for dog owners along with Vista, The Meriwether and Encore.
